I am trying to create a screen like this one
Initially I was trying to port a console program to java. I have found things like jcurses and charva but there is almost no documentation on them and I really cant understand how to use them.
So I figured that I could create a console like screen that resembled the one above.
what library / framwork would I be best using. Should I use swing as it if fully portable?
what would be the best approach being that I need to be able to navigate and alter the 00 in the picture above?
Easily usable would be great but as long as it has good documentation that I can learn it from that would be fine.

If you're not looking for a hex editor, can you be more specific? If you just want a cursor-addressable window you'll probably have to suck it up and figure out something like jcurses or libjcsi :)
If you prefer to create a full fledged GUI with Java you could certainly use Swing. I would prefer SWT as a matter of personal taste, the widget library of Eclipse. You will find a lot of snippets and tutorials (same for Swing). Here is the Widget Library.

You could use the table layout manager to create the layout shown in your screenshot. If you rewrite the application from scretch, you should be able to handle the GUI events and update the widgets according to your application needs. You will easily find articles when you search for swt and table. If you would like to keep the code base and just exchange the GUI, I 'm not sure about the best approach. Maybe, the libs jcurses and charva are the way to go.
Unless you are looking to run the app on a headless VM (where a console/tty is all you've got), I'd use Swing. Create a JTable with a custom TableModel (to provide the data) and custom renderers (to provide the hex formatting) and everything should just work. Consider deriving from the various DefaultXXX implementations to save a lot of work.

I've tried different ways of creating different interfaces and applets. One of the main things I'm trying to do is to get these gui's to display text and show multiple buttons with different text leading to different outcomes. What I'm asking is, what code is necessary to create an applet or an interface (because I fail at telling the difference between the two) and how should I approach building and structuring that.
I recommend you use netbeans because it has an editor and is the easy way to create Applet.

You have three main choices I can think of, others will for sure think of something else:
Create a web server and actually serve a web site with your interface. You can code the interface yourself and communicate with your java server using ajax, you can let GWT among others do that for you. COnsider also frameworks like Struts
Create an applet which will become an embedded object in a web site. This is quickly falling out of grace, and I'd strongly discourage you from doing it, if only because of the pains of java plugins in the browser
Create an application with an interface by using AWT or Swing (which come with Java) or, and this is my personal opinion, more elegantly with SWT
It's hard to tell what will best help you without knowing more of your requirements, but if you are going web, I'd suggest you check out GWT, and if you are going desktop app, look into SWT. Also, please understand these are all well tested frameworks and my preferences are just that, preferences.
To create an interface in eclipse using java you can use swing.
In eclipse:
Create a new Java Project (File -> New -> Java Project).
Right Click on src folder and click New -> Other -> WindowBuilder -> Swing Designer -> [Application Window]/[JApplet].
Add the components that you want (buttons, textfields...).
Seems to me like your trying to graduate from console programs to GUI programs. A GUI works differently from a console program. A console program you have a bunch of loops and if statements, but a GUI program work completely differently. The main difference is that GUI programs are event driven.
With that being said, you want to choose a GUI framework, like Swing. Then decide if you want your application to be web based or desktop. An applet is more for web. If you want a desktop program, then you want a JFrame which will be the top-level container of your application.
You can learn all the components that are available to you in the standard Swing API here. IMO it seems like you need to start from the beginnging, so I would start from the very being of How to Create GUIs with Swing. You will want to pay close attention to section on Writing Event Listeners
If you do want to create an Applet instead of a desktop program, you can see the Applets, where you'll learn how to develop Applets and how to deploy them. You will still need to learn some basics though from the Swing link I mentioned.
Also, before you start using drag and drop gui builder tools, I would strongly urge you to first learn to hand code. It will work best for you in the long run.

The defacto world standard GUI for all platforms is becoming Html5 and css3.
So the easiest way for you to write an interface is in HTML. You don't need an applet unless you have real specific needs like having a constant connection to the server for a chat or whatever. Anyway most of the applet reasons to exist are now resolved in standard HTML. If you want to learn a new langue, try Dart (dartlang.org)

Naturally even if you need to write a stand alone application with native GUI, HTML5 and css3 are still widely employed along with webkit or native code transformers like PhoneGap.
I'm linking a database to NetBeans now and I need to create a interface for this. But when I need to adjust the position of button, label is difficult. Is it possible that show a GUI design view that easy for me to adjust without use the JFrame component?
If I understood your question correctly, you're looking for a GUI builder for Swing.
Netbeans ships with the Matisse Swing GUI Builder which will help you build GUIs easily and quickly. Tutorials aren't uncommon (such as the official tutorial or some user created videos on YouTube).
Some folks are fine with this work flow (since it speeds up development quite a bit). Others want to use custom frameworks and have requirements to use specific layouts in which case I recommend reading about different layout managers.

Instead of trying to design your entire application in the GUI editor, you may be able to adapt the approach shown here. This will let you focus on a single container at a time. Also, remember to backup your .form files; more here.
I just started using Swing, because I need GUI for a program I'm trying to do, but I have a lot of difficulties in arranging things like I want. I tried to look on Oracle's site and also in some other place but I still don t understand how to do it.

Eclipse has a really nice "WindowBuilder" feature. You can use it to generate and place components. Give it a try. I think you will like it. You can then study the generated code which will in turn, help you to increase your understanding of swing.
I would personally use MigLayout layout. It is both powerful and easy to use.
We need to implement a Java desktop application that allows us (initially) to create / edit / resize / polygons on (initially) images. Then these polygons would be mapped to objects in our domain model.
So we basically need a toolbar with the options describe above and the possibility for the example to create a polygon on the an image and then scale it, or resize it, just that.
Do you know some library that could facilitate our work?
We've analyzed GEF, Picollo, NetBeans Visual API, Plain Swing or SWT/JFace, but none of them seems to help us to achieve our goal, which is, implement a really basic image editing tool.
I would like to mention that I'm not saying that what I want to do is not possible with the analyzed libraries, of course it can be done, but I'd like to learn from your experiences which is the correct path to take for this problem.
Any suggestion will be welcomed.

You might look at GraphPanel, a simple object drawing program. The control components are arranged in a JPanel, but JToolBar is a more flexible alternative.
Have you looked at imagine.dev.java.net? It is a NetBeans Platform application, which, though unfinished, might provide you with an interesting starting point.
I've been trying to create a GUI using netbeans, that includes a dialog similar to Netbean's own "property dialog" that appears when designing. ie. a dialog that contains a table that can be expanded by tree nodes. As far as I can understand, the page I linked to describes a custom editor I can set up for use within netbeans while designing - I'm just looking for a way to doing something similar for my actual application I'm writing. Is there an easy way to do this?

The easiest way to do this is to write your app using the NetBeans RCP platform.
You may want to look at the Swing Application Framework, too.

I could not find a property editor dialog sample, though.
