Get 404 When Deploy WAR on Tomcat

So I'm new to Tomcat, and I can't figure out why I keep getting 404 errors when I try to access my WAR file on my local Tomcat 7 server. I've looked at several other posts on SO and elsewhere, but couldn't find anything.
Here's my service:

Can someone help me identify what I need to change to access my service on Tomcat?

Spring MVC 4.1.7 WARNING: No mapping found for HTTP request with URI [/user] in DispatcherServlet

I am trying to link to an annotation defined Java controller RequestMapping. Specifically, localhost:8080/user and localhost:8080/signin
The index page loads just fine, but that's not due to the controller. I must be missing something silly. I've been all up and down stack overflow looking for solutions, but so far nothing has worked.
The most popular answers for this warning seem to be adding context:component-scan, mvc:annotation-driven, or even just naming issues. It seems I have all the configuration in xml necessary, and then some. Am I missing something about project structure? Or url pattern matching? Someone mentioned jstl and adding c:tags for urls, but that didn't work either.
I'm trying to run all the latest, maybe there's an issue? I had trouble initially setting up the environment to work with webapp 3.1. Most of the configuration happened automatically with spring sts tool.

I have gotten it working. I scrapped the code I had, and completely rebuilt it from the ground up. I found a few issues in my last project between these two stack overflow posts (below), but even after getting the new project to work, I could not successfuly update the code I was positing about originally. There must be something silly I was missing.

Tomcat7 with maven, contextReloadable not getting applied

In my pom.xml, I have the following profile :

Everything works great except when I edit and save my java files (using intellij) nothing happens. The app doesn't reload at all. I have tried waiting and refreshing, but nothing has worked.

Well it was a simple fix. Ill share it if anyone has the same problem. The problem was Intellij was not compiling the java files.
To get this to work, I had to go Build->Compile... (ctrl+Shift+F9).
Or, you can go to File ->Settings->Compiler->make project automatically and Intellij will do it automatically.

Maven + JSF 2 + Google AppEngine: 404 error

The other files: appengine-web.xml and logging.properties are not changed.
What is wrong? JSF dependencies/configuration?

You're using JSF 2.2.4 but you claim to use JSF 2.0, noted by your hello world example where you just copied/pasted from a tutorial the title JSF 2.0 Hello World. Note that JSF 2.2 needs at least Servlet 3.0 API to work but you use Servlet 2.5 API (noted in your maven pom). You have two ways to solve this:
Downgrade JSF to 2.0. I won't recommend doing this, but will solve the problem.
Upgrade your servlet API to 3.0. Note that this depends on the servlet version supported by GAE.

I have exhausted several hours searching the web and constructing new projects with no luck. I understand that the StackOverflowError is produced from bad recursion calls and infinite loops, however I can't see this as the case here.
My current dev stack is eclipse juno, m2e-wtp, weblogic 12c, Java EE 6 using JSF 2.1
I am hoping it is something simple like a missing dependency or weblogic plugin in my pom.xml. Any help would me MUCH appreciated.
UPDATE 1: If I export the war file using eclipse (Right click the project -> Export -> WAR file) then manually deploy it via the weblogic admin counsel the app works as expected. More specifically the version of eclipse is the one from oracle (oepe-12.1.1.2.1-juno-distro-win32-x86_64.zip).

Solved the problem! After adding JSF 2.1 in the pom.xml the JSF 2.1 checkbox was checked in project facets, however it did not add the faces-config.xml to the project. I simple created a new xml file named faces-config.xml under the webapp --> WEB-INF folder and added the following xml:
