When I download our project from SVN repository and start the project it works fine and everything is working. But whenever I add some dependency to pom.xml and start the project it gives me this exception.

Could anyone tell me what can cause the problem?
Edit:
When i try to add servlet-api dependency:
Remove <scope>provided</scope> from the tomcat starter.
You are making an executable jar, so the embedded Tomcat will provide the servlet related classes not the servlet container.
Therefore compile scope is needed, so Tomcat will be part of your built jar file.

Open SQL Server Configuration Manager(Search from windows toolbar search), and then expand SQL Server 2019 Network Configuration.
Click Protocols for InstanceName, and
then make sure TCP/IP is enabled in the right panel and double-click

If the value of Listen All is yes,

When I remove the dependency, the project runs successfully.
I'm just trying to add a Eureka client to register center but it doesn't work. When I create a new project with Spring Initializr though, it works well.

This is a common Spring Boot <-> Spring Cloud version compatibility mismatch problem. Have a look at the Table 1. Release train Spring Boot compatibility section at spring.io/projects/spring-cloud:
Spring Cloud <-> Spring Boot
2020.0.x (aka Ilford) <-> 2.4.x
Hoxton <-> 2.2.x, 2.3.x (Starting with SR5)
Greenwich <-> 2.1.x
Finchley <-> 2.0.x

I've been programming for a while in Eclipse now, but I have a new job and everything uses IntelliJ, so for my own projects I want to start IntelliJ as well now to get used to the shortcuts and what not. The Spring Boot application I have works perfectly in Eclipse, when I start it from there as well. I tried to start a new project in IntelliJ from the pom.xml. I have no idea what the problem is. I realize the question is almost a year old, but since no answers yet... I also have a Spring Boot (2.0.1) project which works in Eclipse but fails with the same exceptions you list in Intellij. CrazyCoder's comment was the fix (so he should get the answer if he posts as an answer).
In Intellij, I went to File > Project Structure, then selected Modules, and went to the Dependencies tab. I changed the scope of spring-boot-starter-tomcat from provided to compile. I was then able to start the boot project from within Intellij.
I'm trying to run a war file in a maven aplication.

I tried to compile with mvn compile and JDK 1.7 as it says in github
but I got an error instead:
Cannot find symbol : Base64
Searching on internet I found it was supported by Jdk 1.8 + and by importing error so I did the import and that did the trick.
After that I did mvn package and it also did the package generating the war files and target folder.
I ran the war file java -jar azure-b2c-oauth2.war

This only works for jar based packaging, If you choose to package your application as a war file you should refer to your server and IDE documentation.

Your POM.xml says WAR, either change that to Jar or use this code as is and package war and then use a server such as tomcat to unpack and run it.
You can only run jar files with java -jar filename but since your POM is set to war package, you create .war file

What am I missing?
Use 5.1.0.Final or higher version of hibernate, sqlite-dialect built on 5.1.Final. Please refer here
The default version of hibernate in 1.5.2 spring-boot is 5.0.12.Final, Hence update pom.xml to use Hibernate 5.1.0.Final
