I decided to tidy up my Java workspace by moving everything into multiple work-spaces. Since I've done that I can't my project to run. Does anyone know what I can do to fix my problem? I am using Eclipse Oxygen? I am backing my project up with Git and did not commit before moving the project, could this have caused the problem? I have tried re-downloading an old version of the project but cannot get that to run.

I ended up rolling back my project to Java 8 and everything has started to work again. Cannot get the project to run using Java 9 even though it was originally with Java 9, don't have the patience to keep trying to get it to run with Java 9.

Try to compile it on the shell and check the mentioned paths in Eclipse:
You should have mvn and javac in your %PATH%. Additionally you can set your JAVA_HOME for example to C:\Program Files\Java\jdk1.8.0_144

If you are building in Eclipse then make sure you are using a JDK to build and not a JRE.
Goto: Window -> Preferences -> Java -> Installed JREs
Then: Verify you are using a JDK and not a JRE.
I'm trying to clean and build a project that worked fine on another pc. I can access maven repositories through browser but iDE couldn't do the same on build i think (netbeans). Here is error:

It is because you have different versions of Spring jar files in classpath.
I first suggest you use the latest patch of Spring 3.2.x series:

Your stacktrace indicates Java 8 bytecode. In that case upgrade to Spring version 4 or higher
This exception occur if you are using new spring-core jar and old spring-asm jar in your application. I'm facing same issue because my spring-core jar is of 4.2 and spring-asm latest is of 3.1.4.
You can remove spring-asm jar from library. Your application work perfect.
In exception also you can clearly see "interface org.springframework.asm.ClassVisitor as super class"

If your scope is provided I would think you would be expecting that dependency to come from a server resource. If that's the way you would deploy this in the end, you could try adding that jar to your server lib.

Look at the stacktrace to find the FQN for the class that is missing.
Use the findjar service to identify the public JARs that include the class you need.
Do some simple research to figure out an appropriate version. For example, identify and visit the corresponding developer website and see what they recommend as maven dependencies.
Add or modify a dependency in your POM file.
Repeat as required.

Basically your web app is missing JAR files for Spring Core and/or Spring MVC. They should be in the webapp's /WEB-INF/lib directory, along with other JAR files that your webapp depends on. Take a look at what is there, and try to figure out why DispatcherServlet is missing.
If you are using IDE and trying to run it from within the ide, you will need to explicilitly tell ide to export maven dependencies into web-inf/lib
if you are using eclipse;

Add -> Maven dependencies and tell eclipse to export those into web-inf/lib
I'm not familiar with using Maven for a spring app, but just at a glance it looks like you're pulling down the testing architecture rather than the actual spring binaries. This is also consistent with the error you're getting: it can't find the DispatcherServlet class. I'd double check to make sure you have the correct spring dependency listed in your POM.xml
