Any Idea.
Looks like the SecurityManager is configured to block modifications of the class path. What platform are you running on? And have a look at the tomcat conf directory for security manager configuration.
Check out these docs for tomcat 5.5.
I think you should check out whether you have a file $CATALINA_BASE/conf/catalina.policy, and if so add something like:
permission jasper.reports "jasper.reports.compile.class.path", "write";
If you write to that class path in your Relay servlet you should not use jasper.reports but your own package.

spent a few hours trying to find the solution today. Checked out this and that which looked similar and at least provided some thoughts.
However, it appeared that none of those seem to apply to my case.
Faced exactly the same error stack in the server.log of Jboss 4.2.3 running on ancient RHEL4 machine with Java 6. So, decided to post my solution here, because it really helped me and nothing like that was mentioned in the above questions.
Finally, I realized (with the help of df -h) that /var partition (which is used for JBoss deployments) was 100% full, and likely something was not linked properly during the latest JBoss restart (or in the runtime) due to this.
I have just freed up some space and rebooted the server, that's it.

problem with myeclipse, I have removed all jar files from myproject(right-click)>>properties>>java Built Path>> libraries.
Then I added jar files directly to lib folder of myproject.
It solved my problem.

I am implementing Google Cloud Messaging service for android. I have created a test server which sends push notifications to application users. But the server I have created is generating following error. I am using Java Servlet at server side and have included gcm-server.jar file in project.

The json-simple-1.1.jar should appear in the WEB-INF/lib folder of your web application deployed into Tomcat. See http://java.sun.com/j2ee/verified/packaging.html#mechs .
json-simple-1.1.jar was in my classpath twice. Removed one instance and problem fixed.

What could be the problem?
The exception says that your servlet/JSP extends some other class, and that class is marked as final. Anyway, if it is a servlet (and not a JSP) that should have been detected at compile time.
MAke sure the spring-expressions.jar exists in your tomcat libs directory... i had to copy it there (apart from copying it to my WEB-INF/libs) but doing the copy of that jar to my tomcat directory solved my similar problem

What am I doing wrong?
They key thing to look at in the stack trace is java.lang.ClassNotFoundException: org.apache.http.impl.client.DefaultHttpClient
It's telling you that it can't find org.apache.http.impl.client.DefaultHttpClient in the class path. Resolve that problem and life should get better.
You need to put the HttpClient libraries in /WEB-INF/lib, which is part of the default runtime classpath.
