The second message in the stack is

which means you're missing commons-lang-*.jar (where * is a version number). I just checked my Eclipse installation and there is no official JAR in my plugins folder. I've found it inside of a couple of plugins (in the lib/ folder) where it's hidden from other plugins.
Try this:
Go to http://download.eclipse.org/tools/orbit/downloads/ and find the latest build ("drop")
On the info page for the latest build, search for commons.lang
In my case, the last version of org.apache.commons.lang is 2.6.0.
Note: org.apache.commons.lang3 isn't compatible!!
Download the JAR
Put it into the folder dropins/
Restart Eclipse
If that doesn't work, reinstall the JBehave plugin.

the reason for this error is the jar file which contains the class for wsgen task is not included in your classpath.
If you are using jdk1.6 check your eclipse environment that you are using jdk1.6 not the jre.
because in java 1.6 you can find wsgen task under JAVA_HOME/bin.
if you are using other version of java try searching for the relevant jar under your application server lib folder.
Please note: to check if you eclipse is using jdk or jre go to windows->preferences->java->Installed JREs and select the jdk instead of jre.

I needed to set the environment variables first.
i.e:
Path : C:\Program Files (x86)\Java\jdk1.6.0_35\bin
JAVA_HOME: C:\Program Files (x86)\Java\jdk1.6.0_35

I had this problem on Ubuntu 12.04 after OpenJDK was updated.

Just run:
sudo apt-get --reinstall install tzdata-java

same problem happened in my windows 8..
solution :
just restart the IDE the problem will get resolved .

Seems like deleting the file ".metadata/.plugins/org.eclipse.core.resources/.snap" could fix the problem.

I ran into the same problem on Mac OS X 10.5.8 running on an old PPC "cheese grater" after upgrading Eclipse 4.3 / Kepler to run on OpenJDK 1.7. Hit it on the Installed JREs tab.
I found the answer in https://askubuntu.com/questions/186986/eclipse-has-multiple-issues-after-jre-6-openjdk-upgrade. Add the following to end of your eclipse.ini:
-Dcom.ibm.icu.util.TimeZone.DefaultTimeZoneType=ICU

I resolved this issue by changing permission recursively on the STS directory and then changing the eclipse default jre to point to my java installation.

On linux system, such problems happen, when eclipse has problem accessing JVM, i.e. no permission to access the jre/jdk dir. so fix file permission will help.

I have put bcel-1.3.2.jar in the build path also. Still it is giving me the same exception.
The same code is working fine as a stand alone java application.But not working in a SWT plugin project.

You need this jar in your classpath at runtime.

Can't execute ANT from code

It means that AntRunner isn't on your classpath. The class you're using is a part of Eclipse. You would need to find which JAR from Eclipse contains that class and add it to your classpath.
Alternatively, I would recommend you use a different approach to launch your Ant build. A quick Google search turned up this, for example.
