I am looking for a Java Library that supports Bluetooth LE connections, specifically GATT and if I am lucky Apple's new iBeacon Protocol. It needs to be able to broadcast itself and if possible be able to initiate a connection.
I have seen BlueCove and even gave a shot at extending it to support Bluetooth LE, but could not get it to work. Does anybody know of any supported Bluetooth Libraries that work with Java SE, not for Android or Java ME, because that seems to be all I can find.
Any Ideas?

What I want to do is an iPhone app. But I want to program this in Java : is it possible?
Because, to program an iPhone app you have to program in Swift or Objective C, but can we do it in Java?...
There was a solution: RoboVM. Unfortunately it has been discontinued. But still available here: https://github.com/robovm/robovm
Also you may look at: Avian and Intel Multi-OS Engine
There is a solution https://www.codenameone.com/ which allows WORA for iOS and many other OS's including Windows UWP etc.

I'm interested to create android application that have all the functionality of PC mouse, keyboard and it can control the connected PC via wifi but I have little knowledge about this and I don't know where to start.I like to know are there are any protocol to do this, are there are any open source code project that i can download?
You should understand that this is not just Android application.
This is a pair of applications:
Computer - server
Android - client
And you get to decide how they will communicate. You can write your server application on C++, which will receive data via BlueTooth with Android and call the system API.

One way to check could be based on the device width, but that definitely is not concrete. Are there any UA parsers/libraries to help identify this based on user agent string?
Thanks!
If you need to know if your device is a mobile/desktop/tablet, UADetector http://uadetector.sourceforge.net/ has a pretty nice device categorization:
Since version 0.9.10 we support device categorization which means that
for instance an iPhone or Nexus 4 will be classified as Smartphone and
an iPad, Kindle or Surface RT as Tablet
