Oracle Sql developer error: could not install some modules - java

I have downloaded a fresh copy of sqldeveloper (sqldeveloper-4.1.3.20.78-no-jre) from the Oracle website. When I unzip it and lauch the GUI, I keep getting the following error message:
Warning - could not install some modules: Dynamic Module Config - No
module providing the capability org.netbeans.Netbinox could be found.
My system:
Windows 7 32 bit Hp Probook.
Jdk 1.6 , 1.7, 1.8 available in java/jdk
subdirectory.
Netbeans 8.0.2 installed

Finally got the way out after some dirty hours. Initially I extracted the sqldeveloper zip in a nested directory.
i.e: E://A/B/C/sqldeveloper.
starting sqldeveloper gui from the above directory threw erros.
Solution:
Go in C:\users**UserName**\AppData\Roaming : delete SQL Developer and sqldeveloper folders
Extract the Sql Developer zip in a new non nested directory. i.e: E://
Start it and should work now

This is a very old post but I have had the same issue recently on version 22.2, and this might help.
WARNING: You may lose important settings with this solution.
Try deleting the system cache under C:\Users<your_user_name>\AppData\Roaming\SQL Developer\{whatever}
(or simply everything in that folder). This solved the problem for me, but obviously you do lose configuration settings, connections, and so on, ie, everything you've ever done in SQL Developer - so be careful.

In my case it was enough to change JDK pass to Java 8 in the
C:\Users\YourName\AppData\Roaming\sqldeveloper\19.2.1\product.conf file:
SetJavaHome C:\Program Files\Java\jdk1.8.0_202
I have Java 13 as default and although SQL developer complained at startup it worked OK with it until I started it and went away from the computer, so I missed the warning screen. After that it started to show the "could not install the modules" error.

For those that are working on a linux machine, for me worked just changing the jdk version that I'm currently using. I change went to the path usr/lib/jvm/ and look for the versions that my pc have. Then in ~/.sqldeveloper/"yourversion"/product.conf I changed the Java home to java-8-openjdk (It was using the 11 version)

In my case renaming/deleting only this folder was good enough:
C:\Users*username*\AppData\Roaming\SQL Developer\system22.2.0.173.2018
This way I could still import old connections after starting sqldeveloper again

Based on This I just deleted mypath\sqldeveloper\netbeans\platform\modules\org-netbeans-core-windows.jar and it works fine for me.

I found that I was getting this error after I reinstalled java while keeping an instance of sqldeveloper running.
After I ended the running instance, then I could start a new instance.

This is tricky, so when the could not install some modules board shows up, click the disable modules and continue, then immediately open the app again it should work :)))

The solution in my case was to unzip the SQL developer in a directory without special characters.
At first, I had exported it in a directory that included the hash (#) symbol.
I now have it in a nested directory again, without any special characters, and it works as expected.

Javapackager deploy IOException on second time

i noticed that i can not deploy a JavaFX application with javapackager two times without closing the IDE / commandline. I want to create a native image of my application on a Windows 10 machine.
After the second deploy I get Exception: java.io.IOException: Access denied. After closing and reopen it works for one deploy again.
I can reproduce this Issue with Netbeans (create a JavaFX Application, enable Native Packaging, and then package as "image only") on 3 different PCs with Oracle JDK 8u121 and Windows 10.
I also get this error in a gradle project in eclipse trying to deploy it with the official ant task (https://docs.oracle.com/javase/8/docs/technotes/guides/deploy/javafx_ant_tasks.html)
Also tried it on an Ubuntu VM and OpenJDK. There is no problem.
Can somebody of you reproduce this error on Windows 10, too?
Is there a workaround or offical bug report for this?

This is a known problem, the cause is a file-handle leak and already got reported by me: https://bugs.openjdk.java.net/browse/JDK-8148717 It is only windows-specific, as the file-locking on the JRE-folder works on windows-systems, other OS don't lock.
This bug got worked around inside the JavaFX-Gradle-Plugin, as gradle starts daemons, which hold up the JVM, the JavaFX-Maven-Plugin didn't need it, because the JVM is always closed.

Unable to install Java on Windows 10 (1603 Error)

I tried to download Java on my laptop (which has windows 10) but i keep getting a 1603 error. My computer used to have windows 8.1 and it did not work back then either
I appreciate any advice to solve or work around this problem
I have had this problem. I was able to fix it thanks to a co-worker. The problem started happening after I installed HP Unified Functional Testing (UFT, aka QTP). Installing this product changes the Windows environment variables used by Java. He told me the following: "So change the names of JAVA_OPTIONS, IBM_JAVA_OPTIONS, JAVA_TOOL_OPTIONS to something else (both in system and user variables) and delete any Java folder(in Program Files (x86) or Program Files) which gets installed despite the error. Restart the system and then try installing Java."
Actually, all I did was rename the environment variables and run the installer. This worked.
My answer is not related to win 10, but might help someone who is having similar problem in windows 7 machine and not able to install jre 32 bit version.
the work around to this is once you downloaded the jre, copy the path "C:\Program Files (x86)\Java\jre1.8.0_121\bin\javaw.exe" and paste it under java runtime environment settings which is found -Java Control panel>java>view
I think you downloaded the wrong version. If your laptop support x64 bit software you should download Java 1.8 x64 version.

I had this problem for a month now. I tried everything on my windows 8, but I couldn't get the latest java on it. When I tried to install java on an empty computer, the 64 bit version did not go through (error 1603) and I realized the problem didn't come from an old java install and I install 32 bit. it worked on the new computer with windows 7 and on my computer running 8.1.
note: I had deleted all the java versions before going through with it.
To fix java 1603 error you have to follow few simple steps.
First of all remove all old java version.
Then remove some windows update file which might be reason of this
error. Like KB2918614 update.
After that download and Install latest version of java and activate

I encountered this error on Windows 8.1 and when I checked with Oracle web site, they said that is is not yet resolved, and under investigation. They also showed a link for off-line installation as an alternative arrangement. However, upon investigation of my system, i found out that the available space in C drive was only about 20 MB or so. I cleared my system and provided enough space. When I tried with the extra space, I didn't encounter any error. May be, you could try with a better free space...
First you should close the browser because if any webpage will use Java, it will cause conflict. Then do custom installation, i.e. install in some other folder other than default folder and point environment variable to newly installed Java location. It will resolve your issue.

Eclipse: Failed to load the JNI shared library "C:\Windows\system32\..\jre\bin\client\jvm.dll"

Couple days ago, I was happily coding away on my IDE, Eclipse. However, after attempting to boot it up today, i get the error in the title you see.
Symptoms:
- Attempting to boot up eclipse results in an error: 'Failed to load the JNI shared library "C:\Windows\system32\..\jre\bin\client\jvm.dll"'
- Attempting to use 'java -version' results in an error: 'Error: could not open 'C:\Windows\jre\lib\amd64\jvm.cfg'
- However, if I open cmd in the jre OR jdk folder, it allows me to check the version and use java as normal.
What i've done:
- double checked windows, eclipse, and jre/jdk bit versions, all 64 bit.
- reinstalled eclipse and jre/jdk, doublechecking that I'm installing 64 bit versions
- set my -vm argument to the correct jdk
- set the PATH to my current JDK bin folder
- doublechecked registry entries for something pointing towards the system32 folder, everything is pointing at the correct locations.
I'm really not sure what to do here :\ I don't remember making any changes, updating java, or modifying anything that should have caused any of these problems since the last time I had boot up eclipse.

For whatever reason, the java install dumped the java/javaw/javaws.exe's into system32 and it was trying to run the VM out of sys32.

Android SDK suddenly stopped working

After a couple of months with no Android development, I ran the SDK Manager yesterday, and upgraded from r16 to r18. After that upgrade, everything stopped working. I downloaded a fresh copy of the SDK tools from Google. The Windows installer complains there's no Java installed (the solution here , which used to work before, doesn't work).
I downloaded the ZIP file instead and put it in the right place. Running SDK Manager.EXE does nothing (it just returns immediately to the command prompt). Running tools\android.bat displays an error complaining "Failed to convert path to a short DOS path: c:\windows\system32\java.exe", and then suggests I install Java.
I'm running Windows 7 64-bit, with Java 1.7 (64 bit) properly installed (Eclipse runs well, the Android tools r16 ran very well until yesterday). c:\windows\system32\java.exe exists and works as it should.
What am I doing wrong?
UPDATE: I found an old r16 setup around. I installed it and everything went back to normal.
I put this one aside for a while, but now I had to get it back running. I didn't want to install a 32-bit Java VM alongside the 64 bit one I have.
I found the culprit. in android_sdk\tools\lib there's a batch-file called find_java.bat. It calls find_java.exe -s to find a list of potential Java locations. Running the exe file like this returns the error I've been seeing:
Failed to convert path to short DOS path: c:\windows\system32\java.exe
-s stands for short. Running it without the -s causes find_java.exe to work, causing find_java.bat to work, causing everything else to work. So the fix was to edit find_java.bat, and remove the -s .
I honestly don't know what Google is thinking.
My fix was to remove /bin from my JAVA_HOME, as in C:\Java\jdk1.6.0_26\bin --> C:\Java\jdk1.6.0_26\
I'm running 64bit java on W7.

This is just a guess, but I advise you to install JDK 6. It is said in the SDK requirements that you have to use it. I remember that I installed JDK 7 and I had some kind of trouble with it too.
Also it is safer to use the 32-bit version.
You need to also update the Eclipse plugins via Help > Install New Software.
I was able to fix same like problem by adding the jdk path to PATH variable in environment variables.

Java path..Error of jvm.cfg

Can anyone please tell me why I get the following error when I try to run my Java programs? The programs get compiled successfully but are not able to be run. I have already set the path of Java.
C:\JavaServ>javac hello1.java
C:\JavaServ>java hello1
Error: could not open C:\Program Files\Java\jre6\lib\amd64\jvm.cfg
Don't think if this is a correct way...(perhaps proper installation of Java is a permanent solution)....but this is a trick..:)
Delete the “java.exe” file from “c:\windows” and “c:\windows\system32″. That should fix it.
In case you get here and scroll this far down, the newer Oracle versions of Java x86 and probably also x64 are horribly broken. You may find that after removing all versions of Java, and even manually deleting all the versions you find in c:/program files/ and c:/program files (x86)/ that you still can't properly run a fresh install of Java.
I'm here to tell you why, and how to fix it.
Go to C:\Program Files\Common Files\ and DELETE the Oracle directory. It has a version of Java underneath it inside a junction (symlink) that is sequestered away from all your other installs. Bastards.
Now, also go to System Properties -> Advanced -> Environment Variables and edit the PATH under System Variables. Find the place where the Oracle folder is referenced, and delete it. Close all your windows down, reboot to be extra sure if you want.
Install the JRE or JDK. Open a command prompt and type 'java' and if it comes up, you're golden. If not, go back to the PATH variable and add "C:\Program Files (x86)\Java\jdk1.8.0_221\bin" or whatever looks right for your machine.
I hate Oracle.
this should be an internal file of JRE and in general you shouldn't deal with it when you're running/compiling java.

Bottom line, your Java installation is somehow corrupted, so as a first resort to resolve this issue, I suggest you to re-install jre.
You should ensure that you're installing the right jre for your architecture.

You can not Uninstall/Reinstall JRE if you are having this error.
That's why because previous installation has copied 3 files namely Java.exe, Javaw.exe, javaws.exe in the c:/windows/system32 folder.
Simply go there and remove these files and download a fresh version of jre from oracle and install it. I will prefer JDK 1.6 update 45. Which is very stable.

Java mysteriously broke on my work PC after a security patch was pushed out to us, giving this error whenever you tried to run a Java program. Somehow the 'lib' subdirectory of the Java 7 install had vanished! It might have been related to having multiple Java versions installed simultaneously.
If you're getting this error there are basically two things that could be wrong:
1) Your Java installation is broken. If the file/directory it's complaining about doesn't exist, uninstall and reinstall the JRE and then it should be there. This fixed it for me.
2) If the files are there, your PATH is somehow incorrect or pointing at an old/broken Java install. In this case you either need to fix your PATH to point to the correct java.exe/javaw.exe, or use a fully qualified path. So instead of:
java <whatever>
Use
c:\<full path to correct JRE>\bin\java.exe <whatever>
3) If your PATH is correct and files are there and it's still failing, the path could be getting truncated because it is too long. see: Running Java gives "Error: could not open `C:\Program Files\Java\jre6\lib\amd64\jvm.cfg'" .
i also had the same issue due to one more instance of java,javaw and javaws in C:\Windows\System32 which was pointing to jre6 and my default location of jre was pointing to this(C:\Windows\System32) location. Even having jdk 1.8 as my JAVA_HOME location i were getting this problem.
so either remove or rename java,javaw and javaws it will work.

All answers with java.exe in Windows\System32 are right but in more tough situation - there are no files, but error messages still happen, then remember about Windows Registry entries (look regedit.exe).
They store information about JRE folder in this registry key:
win32:
HKEY_LOCAL_MACHINE\SOFTWARE\JavaSoft\Java Runtime Environment
win64:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\JavaSoft\Java Runtime Environment
The program can be compiled but while running it leads to such an error:
Could not open C:\Program Files\Java\jre6\lib\amd64\jvm.cfg
It indicates that the jvm.cfg file is missing in Program files. Reasons may be file corruption or file may be deleted. Install JRE again in "Program Files" folder.
Another case which happened with me is that I installed 32 bit jdk & jre in my 64 bit system in Program Files(x86) and my Program Files folder was empty. That was the reason for that error. So I installed 64 bit JRE in Program Files folder and it started to work. Note that it is not related to jdk version. Associated with only JRE problem.
I was getting the same error with my docear program on windows 7.
What I found is that I had two instances of java 1.6 installed on my computer. One instance has a jvm.cfg and the other does not.
Modifying my path to search the correct instance of java (in bold) first fixed the problem.
Here is my corrected path:

In our system, for "java(jre)" for runtime purpose is availed, So If you install any different version of java, propbably the version before the one which is already installed.
E.g.; my windows 8.1 I have runtime java version of 8, then when I install Ver7 it is bu default taking V8, yet I uninstall 8, In this kind of Scenarios, Removing java.exe from c:\windows\system32 makes my java runtime work
For anyone still having an issue I made mine work by doing this probably not the best fix but it worked for me..
I uninstalled all Java's that i current had installed, reinstalled the latest one and changed the install directory to C:/Windows/jre (Basically where it kept saying there was no config file)
If you have installed more than one jdk version , uninstall the others and keep only the one in use. this worked for me.

I want to add some pointers here.
Whenever you face the error saying Could not open jvm.cfg, it means that there was some mess happened with java installation path. Below approaches might help.
If java is added in environment path, then open command prompt and type where java. If you get list of directories where java path specified. Other than the directory where you need the java file, delete the java files in all other directories.
If you are reading 2nd pointer, then 1st pointer might have not helped. Type regedit in run dialog and under HKEY_LOCAL_MACHINE, go to softwares/javasoft and rename the paths of the java installed directory.
Let me know if above approaches solve the problem.
The simple Solution is just uninstall the javaSE and reinstall it to the default location.
Then copy the installed location probably like C:\Program Files\Java\jdk1.8.0_131\bin.
After then go to desktop then while selecting right click on My Pc or This pc shortcut the under that select properties >> Advanced system settings >> under Advance tab >> last option Environment Variables..>>path >> edit >> past >> ;(not required if win10)/(required if windows 7)
I had this issue when installing 201, somehow it didn't uninstall my 191 properly. I had to go to the Program Files/Java folder, rename the old 201 directory, then install a fresh copy of 201. When doing so, it prompted me to uninstall 191, which I did. Now it's working fine.
I was facing the same issue after upgrading my java version.I had more than one jdk installation. I have manually uninstalled the old jdk version . Then it worked for me.

I had similar issue, I tried different things but nothing worked. Then when I checked the installed programs. I could see two versions of java installed.
What I did is, just uninstall all java versions and freshly installed the required version. But this didn't seem to work when I checked in terminal. Then I had to reopen the terminal and run the command, then only it worked.
Note : Dont forget to reopen the terminal if you are testing via terminal.

This issue may occur if there were problems extracting Java or OpenJDK from a zip or tarball (e.g. a slow extraction was terminated prematurely) or if the zip or tarball was corrupted or incomplete.
If caused by a corrupted zip or tarball, try redownloading the archive.
If caused by a bad extraction, repeating the extraction will fix this.
Copying and pasting i386\jvm.cfg from a different PC will resolve the issue.
I had the same issue.I just uninstalled Java and reinstalled again it worked fine after that . The problem is related to JRE so you can just reinstall JRE.
I had same problem - when I tried to run a Java program from command line the error message appeared: "Error: could not open jvm.cfg".
My Path environment variable included following path:
C:\ProgramData\Oracle\Java\javapath
In the folder there were 3 exe files:
java.exe
javaw.exe
javaws.exe
When I removed the the entry
C:\ProgramData\Oracle\Java\javapath
from the Path environment variable and restarted cmd, I could run the program as usual (java MyProg).
Obviously I have corrupted the path pointing to correct java jre installation
C:\Program Files\Java\jre1.8.0_151
somehow previously when I played with my settings.
It means that this jvm.cfg file is not found. Maybe it was deleted. Reinstall the program. If you have this problem with a game for example, reinstall Java in the games folder, or copy Java files .de c:/Program Files/JAVA and paste to the JAVA folder in the game folder
