Android recycler view does not scroll - java

I have an activity which displays an AppToolbar alongside a RecyclerView which is located below the Toolbar. Every row of the RecyclerView is a CardView. My problem is that the RecyclerView doesn't scroll at all. It seems that it doesn't receive any gesture callbacks.

How I can make a navbar and tabs with individual content for each tab depend of navbar item?

I want to make different content in the tabs for each navbar item. When I select Navbar1 and go to Tab one or Tab two or whatever, I want to show a text. When I switch to Navbar2 in navbar and select Tab one, Tab two etc.. I want to show a different content.
I'll show the code if necessary, but it's just android-studio default navbar drawer and I added tabs fragments.
Can you please give me any directions on how to proceed in regards to tabs fragments, mainactivity, navbar?

Replacing CardView with Fragment

Ok, so I have an activity and a fragment. In my activity there is a NavigationDrawer and and card view. I would like to click the menu item to go to Fragment. This works -partially. It loads the fragment - but instead of replacing the content inside activity it loads both cardview and fragment. How do I resolve this? Below is my code:

You can try setting the cardView visibility to View.GONE after you load the fragment.
EDIT
Try hiding the parent linear layout of the cardview instead of the cardview itself, the one that doesnt have an ID

I'm having a trouble creating this new activity - Udacity Project Sunshine Lesson 3

Because the class is somewhat old, and the IDE changed so much, i'm struggling a bit trying to do the same steps of the class.
I have created my Intent and i can send it by clicking on the ListView Item. Then it switches activities from the MainActivity to the DetailActivity. Yet when the DetailActivity is displayed (using DetailActivityFragment) the toolbar disappears. I compared XML's and made some improvements but now the toolbar isn't populated like the previous toolbar. The activity also "fills" the notification bar (the bar that extends to the drawer).
Question is, what am I doing wrong and what can i do to replicate the MainActivity toolbar to the new DetailActivity?

In the fragment change class attribute to android:name as android:name="com.fragment.NavigationDrawerFragment"
Also there is a mistake in onCreateView method of Drawer because here you are inflating a layout named fragment_drawer and forcibly casting FrameLayout to a ListView which will lead to inflation error
to resolve this add a ListView in your drawer xml as given below
