I'm not sure why this is not building correctly using mvn clean install from command line, but it appears to work perfectly fine when I execute from eclipse. I think Eclipse, by default, provides all classes on classpath (regardless of scope), but I've tried different scopes to no avail.
Any help would be greatly appreciated. Thanks in advance!

You cannot use clarity-etl-1.0.0-SNAPSHOT.jar as a regular jar dependency. Notice that the classes in this jar are under BOOT-INF/classes, which is used by Spring Boot but ignored by the Java compiler.
If your goal is to test the Spring Boot application (as opposed to using the jar as a dependency), then Spring Boot provides easy ways to do it.
See, for example https://docs.spring.io/spring-boot/docs/current/reference/html/boot-features-testing.html.
If, on the other hand, it is important to include the classes in another application, then How to add a dependency to a Spring Boot Jar in another project? might help as you pointed out in the comments.

I already tried completely wiping Intellij IDEA's files, and re-adding the dependencies, which didn't help with the error, but some wrong dependencies, that my IDE displayed.
Of course I already tried without any lombok plugin, (lombok) annotation paths and a mvn clear, but that didn't help either.

Any idea of what's going on?
Your help is appreciated.
Maven cannot find transports:mule-transport-file:jar:3.8.4 as it is not available in the Mule Maven repository configured in your pom under <repositories>. This is the Public Mule repository, but it seems the 3.8.4 runtime and its dependencies were not made public, probably only available for Enterprise users. You can see for yourself by browsing the repository, the JAR is missing: https://repository-master.mulesoft.org/nexus/content/repositories/releases/org/mule/transports/mule-transport-file/3.8.4
You can either use Mule 3.8.1 for which your dependency is available (change Mule version in your pom) or configure the Enterprise (EE) repository if you have proper license and access (see https://docs.mulesoft.com/mule-user-guide/v/3.8/configuring-maven-to-work-with-mule-esb)
*Not related note: it seems you are running Mule EE inside Studio. Studio provide EE runtime for testing purposes, so Maven does not complain (too much) about missing EE dependencies, but if you try to run Mule EE outside Studio you will need to configure the EE repository. *
Update Setting.xml with Proxy details,if you are trying from organisation network, it seems it is not able to download all the jars
I am assuming it is your first project. You can disable Maven in order to experience MULE behavior. Right Click on the project and it provides an option to disable Maven. After that you can run your project.

Could not find goal 'devmode' in plugin org.codehaus.mojo

I am a beginner in GWT and Maven. I created a new GWT Application project in Eclipse. Then, I converted that project into Maven Project by right-click on Project name => Configure => Convert to Maven Project and I saw that a pom file was generated for that project. Next, I run as project as Maven build but it was not compiled since a goal was not specified there. Actually, I don't understand what exactly have I to write under that goal section, therefore, I wrote package under that and then again I built maven and it compiled successfully.
After that, I tried to run this maven project in Command Prompt on the SuperDevMode using the 2nd step mentioned on Run the GWT Project under the Setting up a new project section. But while following these steps on Command Prompt, I got an error that devmode could not be found. Here is my Command prompt log:

I searched a lot to resolve this error but found no solution for that issue. Please help me to fix this issue as I am very confused on how to fix it.
Edit: After further study, I used mvn gwt:run as an alternative to the command mvn gwt:devmode, but still I got another error on command prompt as given below:
[ERROR] Failed to execute goal org.codehaus.mojo:gwt-maven-plugin:2.8.1:run (default-cli) on project MyWebApp: The parameters 'runTarget' for goal org.codehaus.mojo:gwt-maven-plugin:2.8.1:run are missing or invalid
Without any more information than gwt:devmode, Maven will try to find an appropriate plugin, based on its default settings. It happens that a gwt-maven-plugin exists with org.codehaus.mojo as groupId, fitting in Maven built-in plugin resolution.
But this is not the plugin you're looking for.
You are probably trying to use this one, so just add this to your pom.xml, in the <plugins> section:
<plugin>
<groupId>net.ltgt.gwt.maven</groupId>
<artifactId>gwt-maven-plugin</artifactId>
<version>1.0-rc-8</version>
<extensions>true</extensions>
<configuration>
<moduleName>com.example.app.App</moduleName>
</configuration>
</plugin>
Adapting the moduleName if needed.
Well, I was able to solve this issue by copying some dependencies, plugin, and configuration from the pom.xml file (which is generated in the project created by the webAppCreator using maven) to the pom.xml file of my project created in the Eclipse. So, this is my pom.xml file created finally:

When I run this application using maven in the Command Prompt, it ran successfully except showing 2 or 3 warnings in the Command Prompt log. Also, I noticed that the SNAPSHOT generated in the version is different for the pom.xml created by Eclipse as compared to the one created by the maven project on command prompt.

I am trying to install it using the following command line
c:\myPathToSpringPlugin> mvn clean install

But if I sent a request using a web browser to the url
http://repo.spring.io/pluginsrelease/com/springsource/bundlor/com.springsource.bundlor.maven/1.0.0.RELEASE/com.springsource.bundlor.maven-1.0.0.RELEASE.pom
I am getting the POM file.
What can I do in order to get the spring-plugin up and running?
The fact that you see the pom, does not mean nothing...!
Reading the log, i think it's a simple connection error, the log say "connection refused by the proxy"... so maybe you have a proxy and have not configured (or maybe not configured in a correct way) the proxy setting inside the setting.xml..
Can you paste your setting.xml file....?
I tried downloading and building and it's working:

From your maven error:
from/to spring-plugins-release (http://repo.spring.io/plugins-release): Connection to (MY PROXY) refused: Connection timed out: connect -> [Help 1]
I think you're having a problem with the proxy!
