I am creating an android app which will be used in Africa. My app is using Google map to show users the nearest businesses they are looking for. My question is, I want to know the district which the user is based on their GPS location (lat/lang). As you can see the attached image, Google knows the boundaries of the local districts (in this case Somalia). Do Google provide such information? or is there any other way I can do it myself. I searched online but couldn't find any useful information about this. Please help.

I am trying to make calls to the google maps api. That's not really a problem in itself. In my Android app, I would like to make api calls to google to get location data for nearby restaurants.
From my own research, I have found that this is not too difficult when using my own api key. However, this would mean that any user of my app will cause me to use my monthly maps api call limit.
Is there a way for users of my app to "sign in with google" and somehow get their own api key so that each user has their own and I don't have to spend my api limit on my app users? There does not seem to be documentation on the matter when I did some research (maybe because it is not possible?). Maybe its just a matter of me using wrong search terms.
I am developing an android app and I want three dropdown having country, state and city. How do I get the database for this? Is there any google api which could help me as in google maps, when we start entering address, it auto suggests the full address including city, state and country.
I found some companies provide this database but they charge a lot and I think there would be some easy way to do this.

There's plenty of examples of this data being available free on the internet. Lots of developers need data like this, so other developers share their compiled lists online. They often even keep them updated via version control sites.
Just Google something like 'JSON list of countries'. Here's just one I found.
It's a very comprehensive list of countries, and every city inside each country. This data is in JSON format, which is quite easy to parse in Android. This post explains it pretty well
I'm new to building applications (so far made only one application ) . The question is - can not figure out whether it is possible to make parsing Google maps ? For example user clicks a button and he at around 100 yards displayed cafe . that is, Google determines the location of the user and is recognized all around the cafe (not on the map and the text on the page ) . Now try to understand how the geocoder, but not sure that I was going in the right direction . Are there any ideas what the library is connected properly and work with her?
I hardly understand your question, however, I should mention that there are two versions of google maps API for android at the moment, and those versions differ significantly. It's really sensible to use API v2.

Lets say I have an application on android and two of my friends have downloaded it. Many apps such as words with friends have the ability to look at your friends, find out who has downloaded the same app and display it in your own application so you can play/challenge them now does anyone know a good starting point at what to look at to accomplish this goal of finding which of my friends are using my app through facebook or what can I do to achieve this?
