I'm completely new to computer visions Read API. I'm trying to analyze and extract text for a local image. When I run the program it throws this error "Couldn't extract the operation id from the operation location"., which is needed to get the Get Read Results operation.

Well, assuming you are on Windows (it may or may not be different on other operating systems), you may be getting this exception.
Cannot run program "grep": CreateProcess error=2, The system cannot find the file specified
At least, that is what I got. You might be getting a totally different error. The main issue here is that there is one big try catch block with no e.printStackTrace() and it catches every exception. This means that when it goes wrong, there is no way to know why.
Hopefully this will work for you. Ironically you do not need a socket to test for services on a port so this may be an XY problem.
My solution to finding services on a port is the following.

I can not seem to figure out why the code is not working on openshift while it works just fine on localhost . Name of the main root directory of the project in openshift is qabchat.

Now I have those 3 methods that are working great, my problem is more of a Java problem. The first method give me the result right away, while the two others (2,3) are potentiality long running tasks. what more is that the first option is the most not reliable one, as users can travel to different countries with the SIM card. The second is more reliable but still sometimes does not returns an country (depending on the location of the user). The third one is the one that I found to be the most reliable one, but the most long as well.
The question: knowing this information, how would I construct a method that uses those 3 methods in the right order for reliability stand point and considering the long running tasks factor?
Unfortunately there is no really reliable way to determine the physical location of a user (e.g. his/her cellphone) because:
SIM card might be bought and/or manufactured in other country;
Geocoding (which is AFAIU based on GPS/GLONASS coordinates) might give wrong (~10m) results or no results at all if user disabled it or no satellites are visible (underground, for example);
Resolving country by IP might also give you wrong results, for example because of using VPN;
So my advice would be to ask user, which country he is currently in and willing to "tell" you so.

When we launch the application with JRE6 it works fine. But the problem is with JRE7. When the application is launched with JRE7 we get below exception in the log. From the exception we know that the jars are not hard referenced and that the user can have problems if the jars get garbage collected. We have a release next week and need to find a work around for this issue.

This exception is repeated 52 times (for all the JAR's).
We have made sure that all the 52 jars/files (except the JNLP itself) are signed properly and that the java cache is cleard before the application is launched.
JAVA version used is JDK 7u40 on windows machine.
Options tried are:
Removing the jdk.certpath.disabledAlgorithms=MD2, RSA keySize < 1024
from java.securites file.
Checking the jar signer certificate. Signer certificate uses SHA1withRSA as signing algorithm.
Note:
THE SOURCE CODE IS COMPILED IN JAVA 5u11 AND RUN IN JAVA 7u40
We have observed one more difference. With JRE6, when we run the same
piece of code, it first loades JAVAWS.jar, Deploy.jar and plugin .jar from java/jre6/lib path but with JRE7 these jars are not loaded.
This has been tried in both 64 and 32 bits java version with no luck.
Any help here is really appreciated.
#jorge_B: We sign the jars using ant task. But due to a problem in JAVA 6u19 (where the softreferenced jars are sometimes garbage collected) we have decided to hardlink the jars as soon as we hit a java version 6u19 or above. This issue is not with jar signing. The issue is when we try to hard reference the jars. our jars are not getting hard referenced, insted we are getting nosuchmethod and nosuchfield exception in the log.
