Initializing Dispatcher Servlet - don't work - java

I'm following an Udemy Course of Spring and Spring Boot and we're building an Application Web App. We build these classes:

Using Tomcat 9.0 and Spring Boot Suite, I can see that server downloads and deploy correctly the web application (INFORMAZIONI: Deploying web application directory [C:\Users\Fabrizio\Documents\Spring\Udemy - Guida Completa\apache-tomcat-9.0.71\webapps\ROOT]) and, if I try to search http://localhost:8080, I can see the Home Page of TomCat.
If I search http://localhost:8080/rest/welcome, I have an 404 Error.
In the course I can see that, in him console, he have Initializing Spring DispatcherServlet 'dispatcher that I don't have in mine.. I can imagine that this is the problem of why Controller can see the request and do them method..
Can anybody try to help me please?

actuator/health - No WebApplicationContext found: no ContextLoaderListener registered?

I was able to configure spring-boot-actuator at some point without using spring-boot but when I try to hit "http://localhost:8080/spring-rest-demo/actuator/health" I'm getting
java.lang.IllegalStateException: No WebApplicationContext found: no ContextLoaderListener registered?
What am I missing?
Is it because I'm using #EnableAutoConfiguration?

I've been trying to convert an existing Springboot App to make it deployable to Tomcat 10. It deploys fine to Tocat but when I try to access here like this http://localhost:8585/kantha/kantha/api/v1/items I get 404 not found error.
If I run it as a spring boot app it works as expected at this

I do not get any errors in developer tools nor in the catalina log.

Spring: can't access controller 404 not found error

The app gets deployed with no errors in server / IDE log. During deployment onStartup gets printed in console, meaning the code in MyAppInitializer gets executed.
The HomeController provides a mapping for /home.
For accessing the mentioned endpoint you could add the first part to the RequestMapping Annotation as such: #RequestMapping("test_war_exploded/home")
And you try to access via port 8088. The default port is 8080, if not set in the application.properties otherwise.
HomeController bean is not defined and not initialized.

I figured it out. The problem was that I didn't have an initializer class. I added two classes: SecurityConfig and SecurityWebApplicationInitializer:

i got "requested resource not available" error when i correctly mapped and the file is in correct destination but i get the same problem repeatedly

I mapped the controller to "/home" that returns "home" which is in WEB-INF folder and I made the prefix to "/WEB-INF/" but I get the same error repeatedly and I using spring with maven
home.jsp is inside the /WEB-INF/
and the controller return home when we made "/home" request
and the prefix and suffix are correctly mapped

Whenever I was trying with your code I was getting org.springframework.web.servlet.PageNotFound.noHandlerFound No mapping found for HTTP request on my tomcat console and getting 404 on the browser. By changing URL pattern from /* to / solved the problem.

I think the MultipartResolver bean name is wrong. It should be named filterMultipartResolver. So in your Java config:
#Bean public CommonsMultipartResolver filterMultipartResolver() { ... }
An option is to skip commons-fileupload and use the multi-part support in Servlet 3 API. You can enable it by adding in your WebAppInit class:

protected void customizeRegistration(ServletRegistration.Dynamic registration) {
registration.setMultipartConfig(new MultipartConfigElement(LOCATION, MAX_FILE_SIZE, MAX_REQUEST_SIZE, FILE_SIZE_THRESHOLD));
